Conversation Between Dick and Dave

Upon closer inspection it turns out to be Michael Palin from Monty Python, but I don't know which movie / skit. As it turns out, the character I was thinking of was Terry Gilliam from the Python movie "Life of Brian".

Actually I just type in survivalist in google image and it was the second picture. I thought it looked wild enough to use.
