Nobody has $15 million to spend. There are banks and governments to do the lending for these things. Everything could be purchased under the LLC's name. So the LLC buys the land and makes the payments to the bank or government, and in turn the LLC serves as seller and lender to the citizens to acquire their own part of the property.

Either that or somebody kill the owner and write their name on his will. Disclaimer: This is of course a joke. Don't be retarded.

I thought non-Mexicans were forbidden by Mexican law from owning property there. You can do leases and rent and such, but I was under the impression you couldn't buy it outright. Has that changed?
