Used to be the case that Morse was required for a Ham license, but the "No Code" Technician license doesn't require it, and more and more people are getting in a that level. They can use a fairly limited range of transmission freqs but they are out there, en masse, and completely out of touch with any code, unless they are studying to move up to more bandwidth and higher access.
