Nope. We're a Co-Op. There are never charges for this kind of thing. However, if repairs need to be made to anything or any wiring inside the house, the homeowner is on their own, hiring an electrician or a wiring tech to put their in-house system in order.
One piece of the conversation I didn't mention in the original post...
She said, "It can't possibly be broken, because it was just working fine, yesterday."
I replied, "I'm sorry to have to tell you this...but, everything that's intended to work always works just fine, until it breaks. Then, it doesn't work anymore."
She said, "Huh?"
I said, "It worked fine yesterday. It's broken today. There's an obvious short somewhere in the hook-switch circuit of your FAX machine."
She said, "Huh?"
Classic deer-in-the-headlights...
Then she said, "Impossible...it can't be broken."
